The Jablonsky diagram doesn't depict orbital energies, but the energy states of the molecular electronic system as a whole. You cannot put electrons on this diagram like you would in a molecular orbital diagram. Basically, every energy level in a Jablonsky Diagram represent its own personal molecular orbital diagram which is omitted.

I appreciate the efforts of making this video with intention to simplify the concept. However, i noticed that you have forgotten to mention several things including the internal conversion, types of molecules that can fluoresce etc. Another thing is that you have wrongly mentioned the lifetime in the singlet excited state as varying from 10^-8 to 10^-4 seconds. These l lifetimes are I few nano seconds only.

Acetone may fluoresce when a high intensity monochromatic sources are made to fall incidentally. It is difficult to analyse whether all compounds fluoresce or not, since we consider that phenomena generally in the visible spectrum; What if it emits in invisible wavelengths...Hope you know that's why we use UV/Vis spectra, thought many paper suggests they can identify, it has many limitations Edit: For vibrational energy we use IR
