I understand that this is one of those Speedruns that use special save files/hacks to get around a lot of stuff but I am wondering can something like this be done on a new playthrough not for Speedrun purpose but only to get that annoying Arkham Asylum Hard mode achievement?

I don't know for a fact that the achievement would unlock if you skip the whole game. It *probably* does, but I've never bothered to test it. Anyway, yeah, I guess you could do that. You could also just use Steam Achievements Manager to unlock it effortlessly. But why bother? The whole point of achievements is to, well, achieve something, cheating for them defeats the point
