He could have easily gotten 3 batarangs in each hands(1 for each of the men coming after catwoman and the other 3 going into Penguin's ribs which won't kill him but will paralyse his movements and give Harvey enough time to escape) Edit: I just realise they were trying to re-imagine 2face's origin in The Dark Knight.... Well in Batman TAS he didn't look exactly like a crocodile. He looked more like this guy, and Grundy isn't a conversationist really. So I'm leaning towards Croc, and Croc has been known to work for criminals. Grundy not so much.
