In Silmarilion, you can find that evil is something that more is feeded, stronger it gets. Most powerfull creature ever walked Arda is of course Ungoliath (female spider, who together with Melkor destroyed trees of Valinor). Iluvethar is God and creator with unlimited wisdom and power. After destroying trees, they started fighting for Silmarils, and without Balrogs, Melkor would die against her.

I think they're relatively equal in the mod. I've seen Ungoliant just barely defeat him in a Vs-Battle. Although this is the remastered Dagor Dagorath, so I am unsure.

True form Sauron is not even Sauron, it's just Mairon, the original Mairon. Prime physical Morgoth is greater than Sauron at any time. Crippled Morgoth is still more powerful than prime Sauron, Sauron is only greater in effectiveness and usage of powers.
