Unlike the game the characters are from, Sans did NOT start off with his strongest attack. He saved that for last.

Probably he has 2 special attacks. We saw that Sans is the first one who started firing like a minigun. At end like in game he used 2-nd strongest attack. Respect for this details.

Here's my interpretation of it. Sans hunted down Flowey first due to him often using the souls to cheat. Then, once the weed was gone, he was no longer distracted and put his *full* power to use. The player dies quickly, and Papyrus holds out shockingly long due to Sans not truly wanting to hurt him.

Frisk was the luckiest, it got the indestructable three times and the great strike four times, while Papyrus was the unluckiest, he got knocked four times, even thought Flowey lost before Paps, who lasted until Frisk was defeated

For his final smash, he wilds an RPG with 9,000 rockets. If it hits, it traps you in a box and you get hit by sans final attack. It deals more damage depending on how many rockets hit.

It's majorly hinted that papyrus was holding back, and he's much stronger than sans if he doesn't hold back, although not shown, papyrus mentions that the human would have been "blasted" if the annoying dog didn't steal his "special attack"

Lore-accurately, Frisk would have won. With determination, they can do anything given enough time. Although, Papyrus has been showing plenty of potential for secretly being the most powerful being in Undertale... Go look up "papyrus essay tumblr" to see what I'm talking about. Trust me, it's good.

If we are talking about an actual fight to the death here, papyrus would probably win. (Assuming flowey and frisk could not reset) Papyrus has a lot more stamina that sans, so he would tire him out. Frisk and flowey are also pretty weak.
