The 950E wont compete in the eu or american market at all. As of now its only avaiable in less regulated markets. Its not fitted with a tier4f engine but a tier3.

Im not so sure that volvo will ever launch the 950 in eu or usa. I can be wrong but some of the things i heard from the people at swecon suggests thats the case.

I think Volvo are, shall we say more "testing the market" to find out the reaction rather than rush in 'like a herd of elephants' (to use an expression).
