The obvious solution is to just put the power lines underground….. But that would make too much sense.

No. It costs too much money. How much do you want your bill to go up to pay for undergrounding? It's not as easy to do as it looks.

Putting lines underground is extremely expensive

Exactly. Many are saying it's too expensive, but not doing so even more costly to society. Also, no need to bury everything, but mostly neighborhood distribution lines (usually 12470 to 69000 volts) which would greatly help and improve reliability. Newer developments have been built this way since the 1960s in many places. So, it's not some new-fangled technology.
