Trucking companies are notorious for letting trailer tires age until they fail. The CHP should look for them and pull them off the road. Trailer tires are not regulated like tractor tires. They should be, it's everyone road.

Makes me wonder what the heat does to the structure but I’m sure the engineers will be checking that out.

Depends. Not much if it's just a fire on top. If it is a fire under it, could heat the concrete and crack it, but likely wont burn through. It's also reinforced by steel inside, not exposed outside, increasing the strength of the concrete. If it was exposed steel, the heat would cause a problem like it has during a fire in the MacArthur maze a few years back. But this fire is nothing.
