The kids scalloping brings back the memories ! As a kid I spent summers scalloping St Marks and St Joe Bay. There were no seasons back in the late seventies and eighties. I’d gather scallops from hen they first came in until they went back offshore. They’re small in late April and as big as they get in September. Fishing , crabbing , and scolloping all summer was as good as it gets for a little boy.

Are the scallops I colder water say Maine, Massachusetts etc better in the cold water or about the same?

In my opinion, it depends on the recipe. They're different species but I would take cold water scallops over warm water when I want to eat them raw or quickly seared because they're firmer and have a nice briny flavor that's balanced with some sweetness, but bay scallops tend to be sweeter and more tender so they're perfect for dishes like pastas and ceviches.
