Here's what you should've done. In a stolen police car. One of you is dressed as a cop, the other a crook. One blatantly robs civs and stores and the other steps in as a fake cop to "arrest" the other. Catch is, you need all the stolen goods as evidence. You leave before the real good show up and you continue until you're caught.
