After Serbia acepted the Austro-Hungarian ultimatum, to search themself for the murderer, Willhelm even wrote to Franz-Joseph that every reason for war was faiding away. After the WW broke out, they even made a postcard with him saying: "I did not want the war". That was apparently just propaganda, but Willhelm really had no reason to go to war.

If Frederick III had not died after ninety days, he might have ended the naval arms race, and if Russia didn't mobilize when Austria declared war, World War I might never have happened.
