He likely meant American citizens being held for extended periods without charge, effectively political prisoners. American jurisprudence is supposed to be against treating its own people like that, specifically because other regimes have done exactly that to their own citizens. The destruction of the Twin Towers and the "War on Terror" put America on a war footing against extranational persons, without regard for their innocence until much later. Under DC's Democrats and throughout the Biden years, that treatment was imposed on American demonstrators.
