Ignorance is bliss. Louis saying he didn't see anyone with guns, just people without jobs as if to convey sympathy for their situation. Yes, these people live there because they have nowhere else to go but it's still extremely dangerous. Just because he didn't see the danger, doesn't mean it doesn't exist. Given the sheer amount of violent crime happening in SA specifically, you’re probably never too far away from a shady character and a couple of hand cannons.
