I can certainly appreciate the dangers of charcoal grills, especially around children. I think you make the mistake of running to the assumption that the two men in the park are "lazy". From what I've seen, neither of the videos published regarding this case fully explained what they had planned to do with the charcoal after their BBQ. Perhaps they planned to take it with them and dispose of it elsewhere? Personally, I don't hold hate for any of the individuals in, what you call: "The BBQ Becky Case". It was a situation that, I think we can both agree was unusual (mostly referring to the theatrics displayed by the 911 caller).

If you are irresponsible and have an illegal charcoal barbecue in an area for gas barbecues only, (that's what Kenzie and Onsayo did) then you have no disposal bins for your ultra dangerous red hot coals. It is extremely difficult to dispose of red hot coals and some people simply dump them on the ground and walk away. The coals can remain red hot for the next 10 to 20 hours and an innocent child could fall face-first into them and lose an eye and get their nose half burnt off and be disfigured for life. The coals emit no smoke and no red glow and become a nearly invisibe boobytrap lurking on the ground. And that's why there are laws governing where you can have a charcoal barbecue and that's why they have charcoal disposal bins in designated charcoal barbecuing areas.
