It depends on the person, tbh. Everyone I know who has both don't even use t10 Dine since peggy can both go faster and higher sooner. I've told someone this so I'll copy+paste it here: Water walking isn't useful in the sense of everyday riding or nodewar considering the stamina, and if it's that short it's likely a t10 peggy can jump over it anyways (which is usually what I do on my t10 uni too.) T10 peggy offers a much larger speed increase burst over minimal distances. If you can keep up with the stamina drop, this is what you'd look for for speed. T10 Dine offers the desert walking in addition to being able to scale over mountains and take those shortcuts (although slower since you're falling.) So nodewar horse utility. Speed or Utility in this case is the deciding factor. If you never go in the desert, nor do you grind at sycria/protty, you won't use dine more than you can use t10 peggy.
