It was he who explained the plan of attack on the clans, it was he who initiated the warriors. Tigerstar was reporting to him on the results of intelligence in the world of the living, as if to a deputy leader. And Brokenstar generally allowed himself to casually brush off Mapleshade in several scenes. The attack on the clans was also led by Brokenstar, and it was after his death that the Dark Forest retreated, despite the fact that Tigerstar and Mapleshade were alive, which shows who was the leader.
