Eurovision has never been a singing contest solely focused on vocals, it is a song contest first and foremost. If someone has a stronger packager overall, I don't think you have to hit high notes or show off your voice that much. There have been a lot of examples throughout the years where the performance was so strong that slightly weaker vocals didn't matter that much, a prime example being Fuego in 2018 that almost won.
