I think an easy fix is just.... Make it so jayjay will be forced to show up day 1. If you get Ande first shop, you say, well I have langxian and need to win. Do I have a better chance by trying to find silencer and seaweed here, or go to JJ for captains wheel/starchart? I legitimately think it evens the playing field while still creating an interesting decision for all players.
