It means that you are replacing most of the fixtures and electronics (button panels, controllers, motors, door operators, mechanisms, etc.) on your existing elevators to the latest technology. Mods happen because they can't find parts anymore to maintain, so it leaves the building with no choice than to do just that. Building codes are also mandatory as well.
