To get the legend fish you have to get every single fish from one area and submit to the aquarium, then there is a new task which is to catch the legendary one. To catch a crab you need a net jack which you can buy at the store on the second island (the aquarium island)

Jack in order to the special fish in the kelp forest you need to catch every type of fish and then at night captain krill and listen to his story of the special fish and wait until day buy the big bobber and him I have the special fish
