That low string is unreactable and must be a read - you might be predictable with your patterns in using them (Ex. d2 - fc df1, 4 every time) hence their ability to read your patterns consistently

It's a hard move to duck on reaction, especially if the Dragunov isn't predictable in how they use it. Same with his B3, 4 heat engager. Sure the second move is a high, but against a half-way decent dragunov, no one is consistently launch punishing that move unless the Dragunov is predictable or it's tournament level play.

D2 really is just a conditioning tool though, try’s to keep them honest and it becomes a never ending mind game as you can block their hop kick and punish so. But yeah, they also never ducked and launched his df1,4 which is remarkable to me to see. Can’t even use that shit in my games 🤣
