Iirc, the creators wanted the dialogue to sound like real life conversation, and not entirely scripted. So the stutter was most likely intentional to emphasise that

The fact that now we have the brothers names and cas says “I can’t believe our parents named us after wizards” confirms Howl is named after howl from howls moving castle which means howls moving castle exists in the bee and puppycat universe. 😂
