Yea when u begin a new account u are mostly likely to get all new units I also got both fusions on new account . The game actually knows who are beginners so it gives them higher chance of getting a new character

I started a new account and on first try 300 cc I got lf goku and frizia than on the 500 cc step I got lf god goku then got the two new fusions gogeta and vegito gogeta on the second to last step right before the free step then vegito on the free step btw on the first rotashion and more lol
