I don't really like terraforming much because I like to work with the natural landscape as much as possible. I like how it is slow to terraform because it keeps to the minimum necessary. I think it adds some extra challenge to city and industry design and drives decisions.

I think you put it very well: Terraforming is gameplay but it isn't good gameplay. Terrafroming could stand to be more like construction projects- make the planning very fast and not require free excavators or dozers. But excuting the project should require time, mechanisms and labor. In real life, most sites are graded but that cost is considered when determining if a proposed development is viable.
