The Emperor of all Humans should've known better than to appoint Horus Heressy as Warmaster considering the possibility of him starting a heressy at any moment. Of course, we will never forget the final moments of the duel between the Emperor of all Humans and Horus Heressy, when the Emperor did a backflip, shouted "It's Emperor time!" and stabbed Horus Heressy through the chest, which led into what is arguably one of the most emotional quotes of all of Warhammer 40K, when Horus fell down and said: "Aggh, you have defeated me, Horus Heressy! You truly are the Warhammer 40000!". What a masterpiece that was.

For all we know Chaos didn't lie to Horus at all, or show him the current 40k, but did show him the Emperor's plan which people have long supposed involved eliminating the Legions like he did the Thunder Warriors and becoming the only God/Divinity Humanity recognized.

Honestly? This theory is just bad. There was no way in which the Emperor could destroy the Legiones Astartes. And it does make Malcador the Hero look like an idiot.
