Threats can be categorized as written, telephone, and verbal. Written and telephone threats are considered benign and not associated with increased risk of violence however verbal threats are more concerning because they are associated with increased risk for violence.

The goal of people who make threats is not to attack the target; the goal is to frighten the target. People who make threats feel powerless and frustrated which leads them to make the threats.
