This type of improv is called retro scripting. Like the man says, they give the actors a loose outline of what needs to be said, and let them fill in the gaps. “Bob’s Burgers” is an example of a current show that does it (and they do it pretty well, though a lot of it is traditionally scripted), but if you want to see the masters at work, go dig up another show that H John Benjamin was on, “Home Movies”.
