The only way I can think how government agencies can improve their delivery systems is to operate like a private own company - based on metrics and capabilities. Make it attractive to want to work there and highly selective. Reward high performers and cut/ train below average individuals and re-hire once they upskill. Race should not be the only requirement. Malaysians are resilient, we can overcome this together!
