That little old lady was Florence Halop. She played the bailiff Flo on Night Court. Great actress

When I saw that part (1:37), I almost fell over laughing! Florence Halop also played Mrs. Hufnagel in St. Elsewhere, back in the 80's.

One of the funniest scenes from the series! I saw it once about thirty years ago, and have remembered that line, "Lady, could you pass a test like that?" How cool to see it here!

Couple of treats here for old-time TV fans: the "I know fish" guy Belker is working with is played by Alvy Moore, who also was the ditzy Mr. Kimball (the county agent) in _Green Acres_, and the woman customer is Florence Halop, whom I remember as the pain-in-the-ass perpetual patient Mrs. Hufnagel on _St. Elsewhere_.

0:49 the older fish monger guy (named Merton) is comedy actor Alvy Moore, who was most famous for playing friendly and scatterbrained county agent Hank Kimball on "Green Acres" TV show 1965-71. For reference, this Hill Street Blues episode is "Ba-Bing, Ba-Bing" Season 4, Episode 2, aired 20 October 1983.

As a young teen in the '80s, and not a very sophisticated one at that, Hill Street was mostly over my head. But Belker always brought it down to earth for me. I loved his phone calls from his mom, and how he had more in common with "dirt bag" crooks than prim and proper mid- and upper-class people. Yet he showed that the law wasn't just an arbitrary set of rules, but plain old right and wrong. As rough and tumble as he was, he cared about right and wrong, knowing such laws and ethics kept our society from falling apart.

I'm surprised this made it past Standards & Practices in the early to mid 80s. Nice. I found this searching for the episode where SWAT is going into the back of a Chinese restaurant with a warrant, while the department brass are sitting down to eat inside. Is that anywhere on KZbin or alternate sites?

I like the episode when he was having a conversation with one of the guys probably Frank and he happened to notice the guy dressed in a chicken suit that he brought in was looking and listening to them so Belker got mad and yelled, IS THERE A PROBLEM DOG DROOL? He started pushing him saying, GO ONNN MOOOVIT, MOOVIT!!! He was so funny!!

I hate belker. I remember him jumping on a fucking boxing bag, humping the bag and bitting it and freaking ripping it. Goddamit that was so unrealistic. The way the guy jumps and always bites made him kinda of a stupid character in my opinion.

I still don't understand the popularity of this show and it's characters like Belker. (?????) Well, at least it was another hit series that kept NBC, my favorite of the "big 3" on top for a few years. After only seeing two or three episodes, Including the pilot on it's original debut, I just never found this series entertaining. I remember hearing that many LEOs found the show realistic, whereas I would've thought that Joseph Wambaugh's "Police Story" 1973-1977 another NBC cop show, would've been the most realistic police series.
