yep its normal, just needs to be lowered on start, its difficult to move that collective without hydraulic power or blades turning .

Why is it up in the first place? Is it part of the shut down procedure?

@@SimonM5Gravity pulls the trailing edge of the rotor blades down when they’re stopped. Once the rotor’s turning the air flow will flatten out the pitch.

WIth the rotor turning from engine 1, do you ever have to be concerned about a hot start from #2 when its powering up? I'm guessing #2 is for propulsion, where as #1 is just for lift?

very little chance of a hot start on the second engine , since the the generator is now running , but mechanical malfunctions could still cause a hot start. both engines provided power/propulsion that goes to a combining gear box and then to the transmission which drives the main and tail rotor

This is a fairly advanced helicopter so you would have several years (hours), of experience before being qualified in the aircraft.
