Why are they painting the side of the bridge yellow & red? Just for looks?

There are usually maps for projects for what the area will look like once done. Anyways, traveling through the area us different since the tunnel is no longer in service. I imagine once everything is done, they will build a wall to prevent from anyone from walking into the tunnel.
