it never was the shaft running out of balance but the grinding wheel itself.

I was gonna to buy a $5,000 lathe to fix my $50 grinder.

Quick fix if you have an extracting tool and a metal lathe. A quicker fix is to buy a new grinder….

A bit hostile no? I think you could learn from this what the problem is. The step on the shaft - can be done by hand with a stone. And the washer... again *could* be done by hand too. Won't be as good as the lathe, but will get you closer.
