I knew I didn't remember it wrong. They totally retconned this ending in the new one with the whole Directive bullshit.

I mean yeah you're right that the "Make the people happy" thing is not mentioned... but there is clearly a substantial unshown period between Joey sitting in the chair and Rob leaving the city - illustrated by the room being fully cleared up etc. Entirely possible it was a throwaway remark during that period - hence why Rob claims never to remember saying it.

​@Murderdogs At the end of Beyond, Joey clearly states that the 'directive' was one of the last things Foster said to him before going back into the gap. He says the conversation took place when Foster came to visit him one last time before leaving. I think it's clear from the cannon ending that the final cutscene takes place on that occasion.
