I mean his hood is not hiding anything in the video. But some people think of the Exarch and G'raha as separate characters. Exarch is future-G'raha. Meanwhile, G'raha post-5.3 is basically a brand new being born from the merging of our timeline's G'raha with the soul and memories of the Exarch. And it really shows in his mannerism and the way he talks. In Japanese, he even uses different pronouns and the Exarch talks like an old man, even after his identity was revealed. But fused-G'raha talks like a young man again. To me at least, it's very hard to think of them as the same person when they're so different.
