Hey, from what we heard - You can apply either way. Usually PhD is a part/full time job in Germany. So PhD candidates are employed as research assistants under public sector agreements (e.g., TV-L), earning €3,000-€4,000/month before taxes

The stipend given is sufficient for a good life at Germany..

For certain PhD programs, the institutions will pay a amount called Stipend so that the phD candidate can sustain themselves and complete their research. And in some PhDs its enough and you dont have to do a part time job
