Yes, that means you’ll have 65% of the working hour contract. So, TV-L E13 full working hour salary is around 4250€ (before taxes) and you’ll get 65% of this amount(before taxes)

Yes, it can be possible for some universities. You have to check before applying. So you have to convert your cgpa to German grade system.

So, normally it’s for 3 years and it can be extended for 1 more year in certain conditions. And in Germany PhD generally takes 3-4 years.
