Though size is proportional to coldness of habitat, population size is inversely proportional. Larger animals produce more heat which significantly assists survival, but the bar for survival is higher in general due to scarcity of food and the fact that running low on energy is a death sentence. Being that this applies to nearly every animal in colder biomes, every population is significantly smaller, exacerbating the effect on predators. Larger animals but fewer, whereas tropics tend to have more animals, on average smaller, due to the environment being overall less hostile, most threats coming from other animals. This explains why there was so much megafauna during the Ice Age, and how savannah megafauna exist as a hold over from then, as they just pivoted their survival strategies using their large size more to ward off predators better. They were already used to the food scarcity aspect.
