I think Bertrand and Tohar are meant to work together: Tohar has no rage skill but every 5 seconds will deal hero skill damage, triggering the stack accumulation of Bertrand (Bertrand's second skill) and that will feed the damage of Bertrand's primary skill. I don't know if there is a best choice primary/secondary or they both work the same . regarding damage when they say Normal attack means the basic attack, not the counterattack.as it can be seen in the battle reports.

Bertrand i believe will be used with theiA, single atack matches and big damage from bertrand

Yeah , single target mages ... idk in general mages don't have the attack of marksman or cavalry to be a single target

Tohar doesn’t have a Rage skill. All his skills are passive skills
