Buff Liberia, Tannu Tuva, Luxembourg, Haiti, Guatemala and so on, but DON'T give them manpower, put each of them in their own faction and make them hate everyone and each other and be hated in return by whole world. Don't hold back!

Because Luxemburg was one of the original 17 low countries. The United Provinces (1587-1795) were just the northernmost 7 provinces. If the reformation had penetrated deeper to the south (or if the Hapsburgs had been utterly defeated) Luxemburg would have been united with the Republic rather than enter into a personal union with the Kingdom of the United Netherlands, in 1815. Also: the Duchess Josephine was a Nassau (the catholic and junior branch of the Dutch royal family). The ties just keep adding up.
