not just 30% rule. They will also see if your utilization is inconsistent with your previous history. If you have bumped up utilization this month compared to previous few months that will also result in dropping of your credit score by some points. I have experienced this.

Yes they are right I have SBI and HDFC credit card. HDFC 30/31 ko hi report karta hai. Ab bologe mujhe kaise pata kyunki main do baar try Kara 29 ko payment Kiya aur utilisation kam kiya aur 29 baad jitni outstanding bachi exactly utni hi report main dikhayi di.
