Since my comment may be first take this with a rain of salt. For anything that regularly flexes and/or moves the way your doing it is best. It's a big debate on the subject but the auto industry only does wire repairs with crimps and heat shield to avoid solder issues. The solder is stiff and inflexible leading to the wire to break between the solder and original flexible wire. There are some articles on the internet explaining better... Also articles saying the above is total BS because they have been soldering for 100 years without a come back.

So how do you get a heat shrink tubing onto a extension cord is there something that I can expand the heat shrink to make it fit

No. It has to be able to fit over the ends.
