That is not a dress .It is a strip of material that is wrapped around the waist and tucked in at the waist pand.It is common wear in South India where the weather is really hot and humid.

I used to use a bamboo stick with enough fishing line and a size 18 small hook with a stone bait was sweetcorn back in the day's but now use a fishing rod lol

Due to the type of fish you're catching is the very reason why this style of fishing is so effective. Cat fish is a ground dweller. We used to stick our hands in large holes under water and let a huge catfish swallow our arms. Up to our elbow. Then pull the catfish out of its hole and onto the bank. That type of fishing is not for everyone.
