its a rational decision according to my opinion i- they are beating the hulk hogan record ii- they are gonna get huge traction on wrestlemania just because of the name of rock since the cards is so underwhelming. most of the wrestlers are injured already iii- roman reigns is gonna beat the rock and will look undefeatable (i hope he beats him clean) iv- Cody is gonna beat the guy who held the title for so long and broke so many records including defeating a legend on summerslam they could have went to the route of cody being injured, but overall i think it is good decision. thats my opinion
