I've been to Toadstool numerous times. You did not go far enough on the trail. Yes, the road leading directly there from Crawford and Fort Robinson is a bit rough. Do not try it if the road is soaking wet! Better to take Hwy 71N, entering Oglala Natl. Grasslands, turning left at Sugar Loaf Butte and back track a bit south to Toadstool. If I remember correctly, the loop trail is 1.3 miles long. Also check out the Cookhouse & High Plains Homestead, a western ghost town south of Toadstool. Fort Robinson State Park should not be missed!
