Cc goku had a stronger base becuase he fought stronger beings during the time period which is why ui goku beat him, after the fuu event xeno goku fought broly ssj4 lb and dark omega shenron as gogeta whom gogeta was already stronger then so he got no zenkais or anything

@ I had an aneurysm reading that, also they went toe to toe several times trimmed throughout the series, and not only that but for a while it seemed as the Zeno goku had a more powerful base form, and one more thing, goku couldn’t have gotten Xenakis at that point in his life as confirmed my the dbs manga, which heroes takes place after the top

Limit Breaker SSJ4 Gogeta is redundant. He's already in that state, that's why his hair & fur color are different while Goku & Vegeta dont look like that.
