What are the requirements to participate in this? a car, a rollcage , helmet and fireproofs? Any kind of other requirements like you get in regular rally's where you first need to get a license and what not?

You need a racing license as well. A fairly low level national racing license for all the German drivers competing, don't know about the international drivers. I think you can just jump in when you have attained that license though.
