I think it all has to do with the toughness of these races.

because tt is an individual effort, breakaway isn't (to large extent). Sure, a solo breakaway is "solo effort", but who's going to chase? Which team will start the chase? A lot of chess match going on, and everyone is trying to conserve their own team's/leader's energy (which is why you see breakaway forms, but usually pulled back in before the end. Sometimes a team sends someone to attack just to force other teams to chase). Then you have to factor in the route's feature like the cobble and climbs (which we don't usually see in TT). Roadies might not realize it as much, but line choice and bike handling can potentially save a lot of time and effort. Sagan has demonstrated time and time again he's very good at punching and then still holding a high pace (form gaps, then hold high pace to maintain gap). He's been good at cobbles before too. That's just a few things off the top of my head, but yeah... road racing with peloton isn't always about raw power and numbers like TT.
