Harley at 5'9" and Ivy at 5'7" sounds pretty good to me. In the New 52 Ivy is listed at 5'11" while Harley is closer to 5'5".

There were a lot of design changes from New Batman Adventures I didn't like, but I actually dig Ivy's look. I think making her more petite was good choice and the pale skin mixed with her red hair, green lips and green outfit makes her pop more. I especially like that it makes her lips stand out more because it works to emphasize her mind controlling kiss as a dangerous weapon.

@kevinerbs2778 It’s the same lack of explanation we get for why Joker looks like a lifeless robot, Penguin has normal hands and a normal body, Bane has red irises, Mad Hatter shrunk considerably, and Scarecrow became a walking zombie. All we can do is come up with headcanons for them. Mine for Ivy is that the exposure to chemicals changed her body over time. Lol perhaps the chemicals are the reason she started sometimes emitting cartoon sound effects in New Batman Adventures and Gotham Girls 😂 but it was probably just proximity to Harley
