To be completely honest she's insufferable but Beth, JD, Kacey, etc except the kid either have done unjustified killing or complicit to it. Now the show does largely give them other bad guys to fight and win over but getting rid of ranch hands by train station is pretty bad for starters.

I don't think that was the point of why he created Summer to be that way. He wanted the interaction to be of two people who really didn't understand each other in the beginning so there would be tension between the characters. If there's no tension between characters, a storyline is boring. And the character of Summer is loosely based on Perabo's own experiences as an activist.
