People always confuse Luffy's dream as "Becoming King of the Pirates". That is his goal which why he always say "I will be" and it's only a matter of time for him. His dream is something much bigger which was also Roger's dream. Don't know what it is though, all a big secret like a plethora of other things in One Piece

Something many forget with Luffy saying "I'll be King of the Pirates!", that is something Roger never said, because the position didn't exist at the time, so why would he have ever said he would be "King of the Pirates" for a position that never existed, so Luffy's dream isn't becoming the King of the Pirates, but that is a part of what is needed to make his dream happen, much like Roger.
